These inclusive resources can help Marylanders remove barriers of everyday life for individuals living with physical, visual, or learning disabilities, including disabilities related to aging or a health condition.

Connect with Disability Resources

There are 20 local MAP sites throughout Maryland, offering long-term support services for individuals who need them, as well as community resources.

Individualized counseling is available. Trained staff can also assess needs and provide resources and referrals to appropriate agencies, and help create an action plan.

Resource Finder at Kennedy Krieger

To talk to someone who specializes in resources for intellectual or developmental disabilities and related disorders, search The Resource Finder, through Kennedy Krieger.

They specialize in available services and can help with child care, recreational opportunities, financial support, and more. Call 1-800-390-3372.

Maryland Relay

If using a phone poses an accessibility challenge, make the call through Maryland Relay. It's a free public service that makes phone calling accessible for deaf, hard of hearing, and blind Marylanders. Also, those who have cognitive difficulties, speech impairments, or limited mobility can dial 711 to make a Maryland Relay Call.

Tools to Support Daily Living: Assistive Technology (AT)

Assistive Technology (AT) gives people with disabilities greater independence and connectivity. Whether a screen reader or voice-activated software, a wheelchair or other mobility equipment, or home and vehicle modifications that support access and safety.

Maryland programs have been put in place to make it easier to borrow or afford assistive technology.

Try AT before purchasing! Borrow and test these technologies to see if they work for you.

Maryland Technology Assistance Program (MDTAP) has devices for daily living, vision concerns, cognition and memory, hearing, and speech. These products may help you use a device such as a computer or a phone, participate in recreation, or go about your daily life.

The MDTAP inventory list provides ideas for products that can be used for various tasks, along with prices.

Many of these items can be borrowed for one to four weeks. Interested users can receive a demonstration from an assistive technology specialist.

High-Tech AT Reuse Center provides access to used equipment.

Every Maryland Access Point office also has an AT demonstration kit. This allows you to test the products for yourself to see if they can help with everyday tasks. Find a MAP office near you.

Borrow Independent Living Devices

In addition to technology, you can also borrow other devices to help make independent living easier. This includes portable ramps, which can be loaned for up to four months.

There's even a 3D printing lab that can make low-tech Assistive Devices. You can request these for free. Submit a 3D request.

For Durable Medical Equipment (DME) like a power scooter, mechanical lift, wheelchair or safety devices, there's the Maryland Durable Medical Equipment Re-Use program. These products are free for use for disability, injury, or sickness.

Financial loans for AT

You or your family may also be eligible for a low-interest loan to buy tools to improve your quality of life through the Assistive Technology Loan Program (ATLP).

The loans hcan range from $500-70,000 and can help with:

  • purchasing an adaptive vehicle - up to $70,000
  • making home or vehicle modifications - up to $20,000
  • purchasing assistive technology - up to $10,000

Restrictions may apply. Download an Assistive Technology Financial Loan Program Application 或者 fill it out online. The form takes about 20-60 minutes to complete online and 30-45 days for a decision on your application (approval or denial).

Adaptive Living Programs

There are also adaptive living programs that provide access to the outdoors, sports, and other recreational programs for individuals with disabilities. By supporting health and well-being, these activities contribute to community resilience and thriving.

MedStar Health offers sports like wheelchair basketball and tennis, sled hockey, adaptive fitness classess, and more. For those who enjoy the water, there's an adaptive sailing and boating program through Chesapeake Region Accessible Boating. There are also inclusive horse riding lessons.

 

Caring for a Disabled Adult in Maryland

Caregivers of adults with disabilities are constantly having to adapt to insufficient infrastructure, especially when it comes to inaccessible public restrooms.

A bathroom may have a diaper changing station, but that won't work for an older child or adult.

A Maryland law requires universal changing facilities in certain public buildings, like a park, recreation center, bus station, or airport. They're required for public buildings built after October 1, 2022, and in buildings where a public restroom is added or an existing one is substantially renovated.

It's the facility's responsibility to alert 211 to the accessible changing table so the public can find them.

残疾福利

Benefits are available for individuals with a physical, psychological, emotional, or mental condition. The application process can be complex, but experts are here to help. First, we can help with an overview of the different types of disability income benefits and which may be appropriate to a particular situation.

临时残疾援助计划 (TDAP)

This program through the state of Maryland is designed to provide short-term cash benefits to an individual while they're waiting for federal disability support. It's for low-income, disabled Marylanders without dependent children.

These benefits are available for 12 months out of a 36-month period, unless the individual is also requesting SSI.

If a doctor certifies that the disability is likely to last for 12 months or more, the person must also file an application for Supplemental Security Income (SSI).

Apply for TDAP through the Department of Social Services (in person) or online at Maryland Benefits.

SSI is a program through the Social Security Administration that provides a monthly payment to individuals with low income and few assets who are over 65, blind, or disabled.

To be considered for SSI benefits, the disability must be expected to last for at least 12 months.  It is important to note that someone may still be able to work and earn income while receiving SSI benefits.

Children under the age of 18 who are blind or disabled may also be eligible to receive SSI benefits. To apply for Supplemental Security Income, contact the Social Security Administration at 800-772-1213 or learn more.

SSDI is a program through the Social Security Administration that provides a monthly payment to individuals with a disability that is expected to last at least 12 months or result in death.
